AbstractIn wireless mobile communications, the number of users have grown rapidly and their demands are also increased. To fulfil the multiple requirements of the user, heterogeneous wireless network which allows different types of networks that coexist or overlap in the same service areas to cooperate with one another, plays in a main role. In the future, the heterogeneous wireless network system will become a key for next generation mobile networks. In heterogeneous wireless network, multi-mode equipment which can provide users to access many networks simultaneously are used. The users are allowed to select any networks they prefer by themselves. When demands of users exceed the available network resource, the balance of network becomes worse and the user satisfaction level drops. Consequently, network congestion problem is occurred and the probability of calls blocking is increased. The network congestion can affect the system performance, and it could not provide the guaranteed Quality of Service (QoS) to the users. The best way to solve this problem is to select the suitable network for the users. The best network selection process can make the provision of the guaranteed QoS to the users and solve network congestion problem. Therefore, this study focuses on network selection strategy and reducing call blocking probability to increase system performance and reduce the problems of network congestion. In this study, the heterogeneous wireless network consists of WiFi network, 3G network and 4G networks, which can provide multimedia services. Voice, data and video traffic types are considered in this study. Instead of using traditional Call Admission Control process, the call admission control with bandwidth degradation process is used in this work. Our simulation results shows that the proposed cheapest cost function network selection algorithm can help to select the suitable network for the users and reduce overall calls blocking probability to improve system performance
