Improvement of the electronic billing system for power companies in Vietnam

AbstractThe aim of the study is to evaluate the effects of the pilot project on electronic bill in power business and to prove the necessity of the project throughout EVN. Also, it provides valuable recommendations for the success of the project. The study is conducted based on the practical data of EVN and its subsidiaries via annual reports and the practical statistics from EVN’s information system. With the mission that goes “Fully supply the demand of customers with better quality and service”, by the end of 2014, EVN has taken control over 22.411 million customers (93.5% of which signs the contract on electricity for daily uses), issued over 290.4 million bills, achieved the revenue of VND 197,129 thousand. With the customer expansion rate of 5% per year (7.23% in 2014), applying self-printed bill in Power Companies is posing a threat to EVN in realizing the target: decreasing the cost of printing the bills, improving the productivity and enhancing the service quality. In September 2012, after investigating the legal and technological conditions, EVN deployed the pilot project on electronic bill for Ho Chi Minh City Power Corporation.This paper examines and evaluates the pilot implementation of electronic bill in Ho Chi Minh City Power Corporation by SWOT analysis as well as the analysis of the economic effectiveness of the electronic bill in EVNHCMC, and then recommend the solutions for the effective execution of electronic bill through out EVN. The analysis and recommendations in this paper clarifies the challenges, advantages and effectiveness of the implementation of electronic bill in power business for EVN. This leads to the necessity of expanding the project to a larger scale nationwide. Last but not least, there come the keys to the outcomes of the project deployment.
