Abstract | In any offshore petroleum fields, the provision of effective material and services requisition (MSR) plays a vital role in providing integrated logistics to support the specialized nature of the oil and gas industry. This enables the company to focus on its core business, exploration, production and marketing of oil and gas and the safety aspects as well. Any delay in providing MSR to offshore Facilities would significantly affect to its operations, downtime, production loss and even equipment damage or safety issues that lead to ineffective operations of the company. Besides, effective MSR management is essential in order to manage inventories at predetermined and reliable levels to minimize the cost. If materials are excessive purchased or unnecessary it will increase operation and inventory cost significantly. Successful MSR management requires the development of the high integrated and coordinated system involving planning for the purchases, inventory required, purchasing and storage. At Cuu Long Joint Operating Company (CLJOC), the process of MSR supply to offshore is mainly managed by Operation and Procurement department. As recent statistics, many MSR are not provided on time lead to postpone activities which have had plan already. Some expensive materials and services have been purchased or contracted but not going to install or use them due to unnecessary or even expensive materials were reordering while they are available in storage. This has impacted on production effectiveness and increased operation cost in recent years while production is declining rapidly. This research study aims to provide an analysis and an assessment of the current material and service provision (MSR) process and to look for a potential for improvement. Besides, it strives to identify causes for inefficiency in the process and suggest recommendations to improve the situation. |
