Gender relation in community-based tourism and social enterprise tourism: a case study of Akha ethnic community in Chiang Rai Province, Thailand

AbstractThe study compare particular case study of two different types of local ethnic tourism in Chiang Rai province, Thailand from gender perspective. One is community-based tourism (CBT) and another is social enterprise (SE) tourism. The two tourism management was conducted in the same area. The different in term of tourism trend by time unit leads to CBT that was success in tourism in the past became going down whereas SE that established later became a new trending of tourism. This paper aims to explore the gender relation and division of labor changed by participating in local tourism. The study is exam different ethnic tourism of Akha people in rural area. By focusing on factors which influence men and women, the article demonstrates inequalities between men and women in the division of tourism, household, and community work. Regarding the time and social context change, the result of study shows that gender division of labor has changed by different type of tourism management, and ownership of tourism and it leads to new border zone of women in paid, unpaid, and community work. CBT can change gender relation with in term of power to access and control over resource and empowerment women who work in tourism. However, as the context change and the aims of tourism project, CBT cannot maintain the success of tourism and it leads to a sign of disempowerment among young women. On the other hand, SE can achieve tourism by providing equal benefits between man and woman but it still has inequality in organization structure. Power relation between man and woman changed when young woman have roles in tourism activities but it still have hierarchy in organization that barrier gender equality. In addition, CBT and SE can empowerment women in the different way. However, traditional belief, identity, and tourism model lead to SE can success in tourism and provide benefits to women worker more than CBT. In order to achieve gender equality in local ethnic tourism, the stakeholder should promote equal participation and make local leadership particularly in women.
