AbstractThe Sonadezi Construction Shareholding Company (abbreviated as SONACONS) has run its business since 1978. Early in 2000 the company became a shareholding entity after being equityzed with 51% of shares owned by Sonadezi Bien Hoa which is government owned. The revenues of the company have increased continuously in 4 years a growth rate of 20%/ year. In 2007, revenues were 14 million USD and it has the highest revenues in DongNai and is in the top 10 of Vietnam. In recent years, the results have declined because of internal and external reasons. The core factors are internal. In short, the biggest issue that Sonacons is facing is HR management policy. These include the unsuitable policy of salary, training, welfare, recruitment. The HR plan has not reached the target. The research study proposes to the BOD of Sonacons a set of solutions that are key approaches to overcome these problems. This can insure the success of the company in the future. This study can also provide an example for other members of the Sonadezi Bien Hoa to reorganize their strategy also. In order to find the root cause of the problems, a survey method has been used with indepth interview to collect information was used during the research.
