AbstractBeing one of the most important projects of Viet Nam and having vital impact on the energy security of country, Namconson Pipeline Co.,– a company established under BCC form between the Vietnam investor and the foreign investors, a branch of Petro Vietnam Gas -Vietnam National Oil & Gas Group, is always trying with its all efforts to ensure the reliability, safety and efficiency for the project operations that maintains the continuous provision of gas for power plants, providing the power for the south of Vietnam where most of the industrial zones of the country concentrate at. In this study, the author – as a PSCM team leader of NCSP, aims to develop a plan for improving the “right time” problem of supply chain, ensuring the availability of the inputs (materials and services) for gas processing terminal and pipeline system operations. The research has applied well-known business analysis methods, including: Mc Kinsey 7s model, business culture impacts, and so on to analyze the company’s current situation, including the corporate environment and impact factors. These analyses will enable the company to determine the opportunities and possibility to success of the company in regards of development for remedy plan for the problem. The author (the company) has also conducted a questionnaire survey among the buyer group, end-user group and leadership team to identify in a specific way of the information the root causes of the problem on the aspects of: working requirements, procedures, competencies, skills and other related factors. Based on the outcomes of analyses and surveys, the research will be concluded with a recommended development process for the problem solving of the “time” in PSCM.
