Abstract | Since becoming an official member of the World Trade Organization in 2006, Vietnam has turned out to be a destination for foreign investors. In only first eight months of 2008, Vietnam has achieved 772 projects with total registered capital of US$ 46 million; it rose 5 times in comparing to the same period in 2007. Foreign investment into Country has opened a lot of opportunities for changing the face of Vietnam economy. Together with the quick development, it also created many challenges for Country such as lacking high quality labor force, weak infrastructure, environmental pollution and not synchronous law system….As well as present of foreign projects is workforce in domestic businesses leaves for foreign businesses. Shortage of appropriate people for key positions has been a problem for the country businesses. Established in 1990, Sonadezi is state owned Company with main activities being development of industrial zones in Dongnai province. The Company has achieved significantly results and become strong trademark in competitive market. At present Sonadezi is one of most successful businesses in developing Vietnam industrial zones. In addition, the Company has expanded its scale in operation such as real estate, construction, transportation, port, finance, training and other services. However, the Company also gets the same problems of Vietnamese businesses is personnel issues. It lacks good people for key positions at new projects. The shortage of skill and quality people is explained by the difficulty to recruit new people and there are some people leaves for others. The leaders of the Company have seen those problems; they have many measures to deal with the personnel problems but as the state owned Company, the Company’s remuneration plan is less competitive to others, especially comparing to foreign owned Companies. At present, the state owned Company is difficult to solve these absolutely because of its obsolete stipulations. The structure of the state owned Company is not appropriate for the current competitive market. At the moment, it needs to change model of Company following trend of private or share on state enterprises. At that time the Company can compete and develop in the competitive market like others. The human resource plays an important role and is most valuable asset in a business or organization beside capital, equipment and technology. Sonadezi needs to build the strategic human resource management for competitiveness to develop in the market economic; this research will review actually the Company’s operation, analyze and find out roof cause on its personnel problem. Finally the research will give some measures to improve the human resource management at Sonadezi. |
