Abstract | Since the downturn of oil price at the end of 2014, along with the decline in production rate, the Joint Venture “Vietsovpetro” has faced serious problems regarding not only technical but also financial aspects. The Engineering section of Research and Engineering Institute has since then been putting on spotlight due to its involvements of developing and designing new facilities as well as repairing and modifying old ones. Being established to only do minor repairs and modifications for existing platforms, the Engineering section of Research and Engineering Institute lacks everything that is needed to survive during this turmoil of oil price. This research proposes a solution for utilizing the whole engineering section of Joint Venture “Vietsovpetro”, from structure to working style, in order to bring a fresh trend of competitive working to the section, providing it the opportunity to flourish in the service market, specifically in Vietnam. A method is suggested using the change method, with the aid of the McKinsey 7S framework, to analyze the seven elements of an organization, then a step-by-step procedure is provided to implement the change. This research will also study and bring more insight of companies in Vietnam and the local region that has successfully applied this framework. Finally, after analyzing all necessary factors, setting up a seminar workshop at the Research and Engineering Institute, and receiving the result of quantitative questionnaire survey of four engineering companies in Viet Nam, the author suggested an overall solution of change for the Research and Engineering Institute, along with the possibility of implementing it as well as some limitations that this model might have to face. |
