AbstractLike other countries in region, Vietnam is developing rapidly and infrastructure building is proceeding at a fast pace. The shortage of infrastructure, particularly in the energy and transportation sectors, has been identified as the bottlenecks hindering economic development. To remove these bottlenecks, a wide range of infrastructures have been launched, some supported by international donor agencies, in many parts of Vietnam. Unless properly planned and conscientiously managed, infrastructure projects may potentially entail in environmental and social problems. While environmental and social safeguards are already instituted, the lack of implementation capacity and institution support has compromised the effectiveness of the safeguard policies. Donor agencies active in Vietnam are not unaware of these issues and have in fact worked in unison to address them through various mean, particularly capacity building and institution strengthening. Without concerted efforts, it is feared that the experience and knowledge gained at the project level may not stay and are not effectively disseminated to other projects in the country. The overarching objective of the Learning Center on Environmental and Social Sustainability in Vietnam is to provide a common platform for safeguards training and capacity building. It is a joint effort with resources pooled from various donor agencies active in the region. In order to ensure the sustainability of the LC, the business plan development is very crucial. This research is conducted to determine the reality of the business plan, to facilitate the implementation of the LC and enhance the potential operation of the LC. Finally, the initiatives to support environmental and social sustainability are recommended to develop the Learning Center in the future.
