Abstract | Vietnam has made a remarkable economic progress in the last decade with Gross Domestic Product (GDP) growth averaging 6.9 percent per year. In the Consultative Group Meeting in December 2009, the ODA pledge from Donors and World Bank reached US$5.01 billion. In order to ensure the good performance of the active projects in its portfolio, the World Bank Office in Vietnam carries out a review of its whole portfolio every 2-3 years to determine if the portfolio quality is being maintained and to identify any portfolio wide problems that need to be dealt with. According to the Country Portfolio Performance Reviews 2007, the slow implementation on most of the World Bank projects in Vietnam is a key challenge for the attainment of Vietnam’s development goals. The poor performance of the World Bank’s Transport portfolio in Vietnam is a particular concern because the International Development Association portfolio concentrated on infrastructure investment, while several parts of this segment of the portfolio are currently performing weakly. By June 2009, Transport Sector has the second share in the portfolio of World Bank projects (19%) but is among the lowest disbursement ratio (8%) and several of its ongoing projects are lagging behind schedule with delays of up to 3 years compared to original plan agreed during negotiations. With the purpose to improve the performance of World Bank funded projects in Vietnam Transport Sector, the study will review the implementation of the Road Network Improvement Project which has been delayed for almost one year and will continue to delay and the Third Rural Transport Project which has been reported of indicators of collusions between bidders during the bidding process. The study will analyze the root causes of the problems and give recommendations to mitigate the fiduciary risks and strengthen the governance for these two projects. |
