Abstract | In this project, procedure of generating and trading CER is investigated. Results show that the almost activities that belong to procedure of generating and trading CER are international activities because they have done by two or more partners come from different country and CER is treated as an objectiveness of international business. Theory model of international business that applied for studying generation and trade of CER is created. During investigation of generating and trading CER, it also shows that using value chain theory to manage CER is going to achieve good fruit. Theory value chain that is applied for managing CER is created. Factor analysis is used to analyze result of survey. Results show that the 38 observed variables are condensed in to 22 variables that belongs five composite factors with explain 96.355%. Regression analysis is used to identify factors that impact to international business of CER in Vietnam. Vietnam government should improve the transparency of administration procedures that relates to approval PDD. Vietnam government should also continuously improve and update the policy and regulation for preparing PDD. CER investor, developer should use CER value chain with four phases and four supported elements for managing generation and trade of CER. The investor or developer should focus on 22 activities instead of 38 initial activities.
