AbstractCDM Smith Vietnam is one of these international consultant companies facing a market where bidding price competition is very high that resulting in many lost projects in 2013.This research includes the findings on cause of successful and lost projects by an analysis of the variations of personnel cost between successful and unsuccessful proposals of CDM Smith and other international companies bidding for ODA funded Projects in Vietnam(i.e. funded by WB,ADB) to put forward solutions and recommendation to reduce personnel cost in financial proposal and achieve pricing competitiveness advantage in Vietnam market as well as ensure the quality of consulting services provided by the company. Confidentiality notes: Most of financial and procurement data for the analysis were provided by Division of Financial and Accounting Division of Procurement of the company and counterparts. These data are presented in percentage to maintain the confidentiality of the information. The report should not be shared with a third party without prior approval in writing by the author.
