AbstractRisk is the natural factors that cannot be eliminated but can be manageable. These risk factors need to be identified before the allocation, the anticipated this makes preparing and managing risk better. Risks are divided into 10 groups: (i) political risks; (Ii) construction risks; (Iii) legal risks; (Iv) economic risks; (V) operational risks; (Vi) exposure to market risk; (Vii) The risk of project selection; (Viii) risks cooperation; (Ix) Financial Risk; (X) Natural risks. In Vietnam, the investment in the form of PPP encounters major risks of the group of the Political, Legal and Finance. Legal risks of which are considered the most important risks that PPP projects have to face because of financial problems, toll rates, repayment ability and other important factors are dependent on the regulatory environment measures.
