| Abstract | Due to the contribution of ODA, the system of transport infrastructure has been sharply developing and played the most important role for a significant growth of the economy in Viet Nam recently in order to get rid of poor country becoming a middle income nation. However, according to the assessments during the meeting between the Government of Viet Nam and sponsors in 2015 on managing ODA in Viet Nam indicated that over $19 billion of ODA budget undisbursed in 2014, in which about $ 5 billion funded by ADB. It is clearly that delays during implementation stage of projects such as loan negotiation, selection of consultants and contractors, construction, etc. are the main reason caused the above problem. To illustrate the delays caused by procurement activities, this report will study an project in case of The Second Northern Greater Mekong Subregion Transport Network Improvement Project funded by ADB in order to analyze deeply the process of preparation procurement plan, selection of contractors and recruitment of consultants especially for implementing land acquisition using ADB fund and give recommendations for implementing the subsequent projects financed by ADB more smoothly. |
