AbstractSince the Vietnam War ended in 1975, there was no new Water Supply. In Vietnam, these companies are entirely controlled by each individual Provincial Governments and 100% monopoly. Each water supply company is providing service to the urban area of their province. The market is monopoly with no other competitors. The volume of water produced is approximately 78% of the total market demand. Moreover, Vietnam is considered an emerging market and has a great opportunity in water supply development as most of the towns and cities do not have sufficient drinking water. The population and industry are growing very rapidly in recent days after the government introduced the “Open Door” policy in 1988. However, the project usually requires long term planning and big funding. Thus, the project financing of Binh An Water Corporation Limited has been approved by Ministry of Planning and Investment in 1995. The research of project financing is fairly specialized field. It is also explored the valueenhancing potential for the participants and other parties involved. Through overall analysis including financial, economical and risk analysis, the research considers the application of project financing technique to finance to utilities industry and other large project in Vietnam. The research’s aim encourages the private sector to participate the utilities industry to build up Vietnam’s economics.
