Abstract | Based on the innovation policy in process of industrialization- modernization, in recent years, Vietnam economy obtained significant achievements. From an economy which didn’t have development in the period before 1986, Vietnam economy has developed stably with high growth rate. As planned for the 5-years period 2010 - 2015, VietNam’s GDP will be increased around 7-8%/ per year. Corresponding to economic growth rate, the electricity demand also increases rapidly. Forecasted demand in Master Plan of Power System Development 6 approved by Prime Minister in July 2007 in period 2006-2015 and see 2025 is 17% on Base Forecasted demand, 20% high Forecasted demand and 22% for change suddenly. Hence, Government together with EVN proposed some solutions including encouragement of joint stock companies established from all economic backgrounds to invest in power sector, in which state owned companies held big shares in coal-fired power plants and some other power projects. Vietnam National Coal- Mineral Industry Group - Vinacomin is a state-owned company which has responsibility of an important sector in Vietnam, coal exploitation. Due to the typical properties of coal sector are much labor-consumed and unstable in coal market so long-term development in production and job creation in coal mines which are difficult in exploitation and transportation are hard problems for coal sector. To face that situation, Vinacomin has policy of constructing Mao Khe TPP Project with capacity of 2x220MW to consume low quality coal in mines of Mao Khe, Khe Chuoi, Ho Thien, Hong Thai, Trang Bach and other coal mines in Uong Bi area, increase exploitation capacity as well as create more jobs for workers and staffs. The Project is anticipated to be put into operation in 2013. It is a good policy of Vinacomin to settle difficulties in coal sector and contribute to socio-economic development of Ha Noi- Hai Phong- Quang Ninh areas and supplement power capacity for national power system from the year of 2013. This project is also suitable to policy of the Government as well as Electricity of Vietnam (EVN) in encouraging investment in power sector. This project implementation and evaluation of investment project Mao Khe thermal power plant which is not only financial assessments but also how to improve implementation the project as well as how to keep the project on track. The thesis will be divided into six chapters: Chapter 1: Introduction: Issue problems and objectives description of research. Chapter 2: Best practices: Benchmarks, innovation in coal fired plants. Chapter 3: Project design and technology selection. Chapter 4: Project analysis. 4 Chapter 5: Environmental impact solution. Chapter 6: Conclusion and recommendation. |
