The study focuses on analyzing different factors both internally and externally to enlighten the role and feasibility of the local crew development towards optimizing the operating cost and improving the competitive advantage of the Company. The analysis concentrates on eleven factors which are considered to have the most impact and required thorough study in order to implement such development strategy for the company. The results show that such factors as population and employment, labor supply and demand, globalization of labor force, diversity of services, minimum wage, inflation, laws and regulations, labor and cost structure and company management systems do affect such strategy in local crew development and consequently, the company competitive advantage resulted from such strategy. Based on the findings and analysis on the factors, it is recommended that the Company should focus on developing its local employees as replacement for the international employees in order to improve the competitive advantage. This is recommended to be done by building a system on the job training program, developing a more competitive compensation and benefit system, strengthening the links between subsidiaries and improving the recruitment policy.
