The single buyer model in the Vietnam electricity Market : the first phase

AbstractThe Vietnam Power System is developing very fast with an annual growth in electricity demand of 15% or more expected to continue as the economy grows further. A massive expansion of the power system is required over the next decade. Therefore Vietnam’s electric power industry is facing tremendous challenges. Funds for investment must be mobilized from all sources, including greater self-financing from EVN and large-scale development of IPPs. Meanwhile, under a long term strategy drawn out by EVN and approved by the Government in 2006, liberalization of the industry will take place in three phases of power sector reform program, this will establish new institutional arrangements, restructure EVN and gradually develop a competitive power market in generation, wholesale and retail. The pressure to meet rapid power loads, urgently mobilize investment for new capacity construction, the reformed and restructured power industry will best serve long-term needs. The objective of this study is to diagnose the power sector of Vietnam, investigate the power sector reform undertaken worldwide in order to propose a suitable Single Buyer Model for the first phase – the transition of the Vietnam deregulation of the electricity industry.
