AbstractManaging the project effectively within the time frame and resources allocated is the challenging job for all the project managers. With ODA projects, this becomes more critical since ODA is a financing source from Government to Government that requires the recipient Government, its Executing Agencies and Project Management Units accountable for the effective utilization of ODA funds. To successfully implement the investment program specified in the Master Plan for Power Development No. 6 aiming at meeting the power demand for social and economic development of the country, the Vietnam Electricity, a state-owned corporation, needs to use effectively ODA financing sources. Our research was motivated by the urgent need of EVN looking into factors that cause ODA projects to have low effectiveness and coming up with solutions and recommendations for a more effective implementation of ODA projects financed by WB and AFD. An important indicator of ODA low effectiveness is the low disbursement rate which is caused by the project delays and unused funds. By reviewing ODA project documents and reports available at EVN, interviewing ODA project managers and using Logical Framework Approach and Cause/ Effect analysis, the research provides a comprehensive assessment on the ODA project implementation and identifies ODA problems and measures those problems in a quantified way. Improvement of the ODA project implementation and management can only be achieved by improving legal framework, solving problems during implementation at EVN and PMU levels and providing capacity building via training. Recommendations are therefore made for three levels, i.e. Government, Vietnam Electricity and its International Relation Department as a focal point of ODA management of EVN.
