Training and manpower development in small and medium size enterprises in binh duong province, Vietnam

AbstractVietnam is the new developing country from agricultural to industrial country and it seems to be the manufacturer for the world. In the fast economical growth conditions, the demands of labor workforces were high but most workers in Vietnam are farmer-based so it is quite hard for them to learn to be industrial workers. In the beginning of industrialization, there are some provinces in Vietnam to be the pioneers as Ho Chi Minh City, Ha Noi capital, Hai Phong province, Dong Nai province, Binh Duong Province… During that time, labor workforces in the developing provinces are in excess of demands. Labor workforces in Vietnam are cheap and very easy to be hired. More than ten years later, up to now, when the government agreed industrialization for all provinces and workers tend to go back to their hometown for working. The labor shortage occurred and every companies have to build up the policies to attract people come to work for them. In this situation, international companies and joint venture companies with strong capitals and good working conditions are always hired the best and high performance people. Labor shortage in Binh Duong occurred some years ago when most people left Binh Duong province to come back to their home town. Besides that, number of new companies increases year by year, and people have more chances to select the employer to work for. Training and manpower development is being one of the ways to attract and retain people in this labor competitive condition. But training in SMEs in Binh Duong province was not effective and most SMEs focus on the technical training for workers to fulfill the work more than preparing the manpower for their future. For the time, they always face the labor shortage, un-skilled workers, cost for training is so high but the result is not good. Government organized many conferences to find the ways to support SMEs in this condition, but nothing is better. That is why it is the hot issue in any SMEs in Bih Duong province. In this research, the author – CEO and founder of three companies in Binh Duong: Thien Khoi Manning Supplier Limited company – Outsourcing industry; Minh Khoi limited company – People protecting equipments industry; and Foundation of Life Training and Entertainment limited company, aims to re-identify the current situation via conducting the survey with management board of SMEs in Binh Duong province. The research just conducted the survey via questionnaire, and analyzed them to find the opinions of management board of SMEs and got an example of one successful case in training manpower development and the way they’ve retained their employees. The research also the analyzed the results and raising recommendations to SMEs for using the training cost effectively and the ways to conduct the suitable training programs in SMEs to meet the requirements of SMEs and individual career development plan.
