AbstractThis research has an overall aim of studying the systematic training and development approach especially Training Needs Assessment (TNA) for capacity building of staff in the national office of the Poverty Reduction Fund (PRF) in Vientiane, Lao PDR. The focus of the research study of TNA is only for the development of staff in the National Office within PRF which includes Head of Units and staff in respective units. Given the fact that the TNA is an important process for systematic human resource development, it can help organizations to better identify what major skills or knowledge that the staff really needs to be trained. The result of research shows that it is of necessity to improve the competency of staffs through training and development in a proper and effective manner. It also shows that certain skills and knowledge such as executive director and managers’ sound and systematic knowledge of HRM, especially in planning and implementing the capacity building and HRD plan and staff’s skills and ability to conduct an analytical study or research; business management (SME System); microfinance management and services; community development; environmental management and integration activities in the socio-economic development; problem solving skill and ability to access to the information; and computer and internet skills are needed. However, training and development process is lacking and regulations or guidelines for selecting staff to the training are not in place. Furthermore, the technique and the selection process for training and development of staff in the National Office of the PRF depend on budget and on-the-job training courses designed for the staff at the local level.
