The telecom infrasturcture and M-government service challenges : a Bangladesh case study

AbstractIt has been less than a decade since mobile government was officially launched worldwide. It is the branch of electronic government where e-governance applications are used via mobile platforms. The practice has not been around long enough to judge its effectiveness, especially for developing countries. In this research, m-government services in Bangladesh has been addressed. This report attempts to find whether Bangladesh’s efforts in mobile government services to the citizens have provided any fruitful results. Using survey questionnaires and interviews, this paper reports actual findings about the current performance of some m-governance services. Three groups of people were targeted, and they were the users, the technical implementers and the policy makers of mobile government services. The results showed that m-government is not yet successful in Bangladesh from the users’ perspectives. The technical implementers are unable to offer services due to the lack of proper ICT infrastructure and failure of the telecom infrastructure to upgrade to 3G and beyond. The policy makers believe the lack of IT experts are the hindrance to m-governance’s lack of success. The overall conclusion is that users, technical implementers and government policy makers need to work together to make mobile government services a success in Bangladesh.
