AbstractThe most important function that facilitates construction organizations to accomplish the goal of profit maximization is cost control. However, shortages from not having well-established cost control system have caused failures to many Thai contractors during the current economic recession period. To be able to propose an appropriate system improvement strategy, this study theoretically assessed effectiveness and deficiencies of the 'traditional' systems as well as the factors that cause those effects in comparison with the 'effective' systems. In addition, by contrasting what are found in 'effective' systems but not found in 'traditional' systems, critical attributes that contribute the most to the system successfulness were identified so that the improvement steps can be suitably prioritized. The validated findings indicated remarkable contrasts between 'traditional' and 'effective' systems. Two critical aspects including of advancement of cost control framework and participation of site personnel in cost control were found to be the major differences. iii
