AbstractProtection to public fund, prevention of contractor default and assurance of quality of construction are among the major concerns in procurement of public sector works. This study focused on contractor licensing and prequalification in procurement system for public works in Nepal. Prequalification standards were developed in the context of the Nepalese construction industry considering the viewpoints of both public clients and contractors. A list of possible criteria and sub-criteria for contractor prequalification was developed through an extensive literature search. The list covered 18 groups of criteria and 128 sub-criteria. An opinion survey was conducted through interviews and questionnaire to obtain insights into clients' and contractors' opinions of the importance and applicability of these criteria and sub-criteria. Viewpoints of both groups were incorporated to derive a comprehensive prioritized list of group of criteria and sub-criteria to be considered in prequalifying contractors. The results revealed that both the clients and contractors perceived the same 5 criteria: financial capability, key personnel and staff capability, experience, plant and equipment capability and past performance to be the most important decision parameters in contractor prequalification. The study also explored effectiveness and adequacy of the prevailing contractor licensing system in Nepal and suggested room for improvement. Redesign of the classification system was considered for contractor's field of work and field-related experience and expertise in addition to the prevailing consideration to tendering capacity for each registration class.
