AbstractThe lack of integration and coordination among people based development in informal settlements and government agency's sanitation infrastructure development as well as sewage treatment is a complex issue for Karachi. Mostly, the sewage from informal settlement as well as from formal settlement is flowing into the natural creeks and drains and disposing into the sea without treatment. Without accepting the reality of shortage of finan ce, they are continuing in developing high cost and high technology separate sanitation infrastructure by taking huge foreign loans. On one hand this kind of development is not solving the sanitation problem of informal and also formal settlements. On the other hand, high development and maintenance cost is not affordable for the people. This research focus on the application of Orangi Pilot Project's model of sanitation on city level in context of people-government partnership and its constraints to achieve integrated development. The analysis of the OPP model has been done on 3 levels i.e. first, on community level, second on government level and third on people-NGOs-government coordination for integrated planning with sustainable development. The methodology based on case study research for all three levels. The analysis is the combination of description, interpretation and evaluation approach. Description approach gives the detailed of development process which can assist to identify the potential and weaknesses of the correspondent level through interpretation approach and gives a better understanding of its nature in relation to OPP development concept through evaluation approach. .. (ChapterfoUI~ Finding from this research about the people based development shows that people have awareness about hygienic condition, capacity and willingness to solve sanitation issue at a certain level. The extent of people base development is enormous and it is not possible to ignore it in development planning. This people based development needs technical assistance for better quality sanitation infrastructure and supportive infrastructure development from government agencies. Results shows two-sided gap, on one hand due to lack of information people don't know about support organization and technical assistance. On the other hand, government agencies considering people development substandard and due to that they are not supporting this development. (Chapte five) discusses the role, nature and extent of OPP model. The study findings showed that replication of support organization in other settlements is possible. Also it showed that other NGOs are helpful in replication of model and to increase manngement capcity of people.(Chapter six) The existing government development and its planning pattern shows that there are various agencies dealing with sanitation issue in Karachi but no coordination between each other. In addition, these agencies are facing lack of finances :but still following the provider-planning pattern. These government agencies mainly rely on foreign loans, which accompanied with foreign consultants. In the absence of lack of knowledge of local co ndition and un-acceptance of existing conditions the wastewater collection and its treatment projects not succeeded to solve sanitation problems of the city. Also, the government agencies are ignoring the good example of sustainable development of Sindh Katchi Abadi Authority (SKAA).(Chapter 7) Conclusipn and recommendation based on SWOT analysis of each case study., Finding shows that OPP model is not adopted yet completely. Internal developments as people responsibility have a strong adaptation by the low-income settlements. , On external development there is partial adaptation in terms of nala development and trunk sewer. The main problem associated with attitude and government pattern of development. On the based of the finding, this chapter conclude on recommendation.
