| Abstract | Rural development is a continuous process, if socio economic and institutional
environs are considered and suitable programs addressing location specific
aspirations and needs are implemented. Moreover, active public participation is
indispensable for successful implementation and sustainability of rural development
programs.
Participatory development has received increasing interest since the early 1970s.
Lao PDR set up a new strategy called" Focal Sites Strategy" in 1998. This hies to
give the opportunities to villagers to participate in development projects.
This study examines existing socio economic situation and rural development
projects at village level. The study describes characteristics of people's participation
in implementation and decision making of village managed and government
projects, and analyses the influencing factors on participation. Recommendations
have been given to improve and promote the people's participation in those projects.
The study area covers one village under focal sites of government namely Napaxad
in Thapangthong district, Savannakhet province. There are two activities under a
village managed project, namely rice bank and emergency fund which were studied
and four activities under a government project were also selected for study namely
school support, medicine fund, chicken revolving fund and fertilizer revolving fund.
The major finding of this research is that there are differences between the two
projects regarding people's participation. In the village managed project people had
a chance to participate in implementation and decision making, while in government
project people had participated only in implementation of the project.
Recommendations have been given to improve and promote the people's
participation in those projects. |
