Identifying clean development mechanism projects and assessments of their greenhouse gases mitigation potential from long term energy planning perspective in Vietnam

AbstractThis study assesses the viability of selected supply side power projects and demand side program for implementation under Clean Development Mechanism (CDM) of the Kyoto Protocol of the United Nations Framework Convention for Climate Change. The study examines energy planning and environmental implications of implementing the select projects in energy system expansion in Vietnam. Supply side power projects that considered as candidates for potential CDM projects are Supercritical Pulverized Coal Power Plant (500MW) and Wind Farm Power Plant (150MW). Candidate demand side program that considered as potential CDM project is the option of replacing air conditioning units of 1300W to the efficient ones with unit of 1150W. This study also compares total energy uses, electricity generation, total generating capacity addition, total expenditure and the environmental emissions when considered the CDM projects in two different base cases: the case with inclusion the supply side options, and the case with inclusion supply side and demand side options. It is found that the marginal abatement cost of C02 emission in all CDM cases were lower as compared to the marginal abatement cost of C02 emission in some developed countries. Also the marginal abatement cost of C02 emission of CDM in supply side options cases is lower than this in the supply and demand side case. The incremental cost of supercritical coal plant under the case of supply side is found to be 1 OUS$, whereas it is 20US$ per ton of C02 emission in the case of supply side and demand side. The others CDM case, the marginal cost of C02 emission reduction is 0.7US$, 4.3US$ in wind power plant and 0.4US$, 50US$ respectively. The level of greenhouse gases emissions are also found decreasing in the CDM cases. Amount of C02 emission mitigation varied from 4,000 thousand tons to 13,000 thousand tons in the CDM projects of supply side in base cases. While it is from 1,200 thousand to 10,000 thousand tons in the CDM projects of supply and demand side in the base case.
