AbstractMassive Open Online Courses (MOOCs) are increasing in the education sector with high enrollment rate of students into these open access courses. However, an important question arises whether an effective learning with good quality of instructions is taking place in the available MOOC offering platforms. This paper, therefore, explores and proposes a framework for instructional quality assessment using Merrill's First Principles of Instruction, modes of instruction as well as overall course quality. The framework is then applied, through a learner's perspective, to analyze ten scheduled and two self-paced MOOCs from SWAYAM, a young MOOC platform supported by the Government of India. The results show that the courses have clear learning objectives with easy-to-access course components, and enable learners to acquire new knowledge to solve problems. SWAYAM courses did not score well in the instructional design, which is the important while designing the instructions in the online courses. Only Application phase from the First Principles of the Instruction has a reasonable score among other phases. However, several instructional design criteria such as peer-to-peer interactions and learner collaboration can yet be further developed. The paper also draws information about the course characteristics such as video formats, number of hours of the course, assignments and their grading. Important issues regarding instructional design quality are thus addressed thoroughly in this paper.
