Evaluation of the land pooling/readjustment technique in the context of Taichung urban development in Taiwan

AbstractTaiwan has been confronted with many urbanization problems for its rapidly increasing urban populations such as insufficient public facilities, traffic congestion and housing shortage. To achieve progressive orderly urban development for a planned pattern of urban land use and an adequate supply of urban land, the government of Taiwan adopt the Land Pooling I Readjustment (LP/R) and Zone Expropriation (ZE) techniques as possible approaches. The LP/R technique is domainly used to improve urban development and land supply, whereas the ZE technique is a supplementary measure for land development LP/R can let landowners to acquire more building plots (55% ofa LP/R project area) for building construction as compared to the ZE technique that only allows the original landowners to buy back 40% of a ZE project area. The objectives of the study are to make a comparison of the LP/Rand ZE techniques of urban land development in Taiwan, and to then investigate the landowner's experience and assessment (perception) ofLP/R, and then recommend on measures to make the LP/R technique more acceptable to landowners. To make the comparison of the LP/Rand ZE techniques, two projects (one implementing LP/R technique, another one implementing ZE technique) were choosing as case study. Based on the study findings and conclusions, recommendations suggest that the government can use the LP/R technique for general urban land exploration and utilization because it attach importance to individual right, like distribution of original location the ratio of returned land degree of participation. Whereas the ZE technique could be implemented as a combined compulsory land acquisition and specific government purpose land development such as 'low-middle income' housing because of the government could take full control of the layout plan work progress and the sharing of the profits.
