Abstract | The Red River Delta is the second largest agricultural production region in Vietnam. There are now 32 major irrigation systems serving more than 70 percent of arable land in this delta. However, the irrigation systems here are performing inefficiently mainly due to shortage of funds for irrigation operation and maintenance. This is because the irrigation service fees collected from the farmers are not sufficient to cover the operation and maintenance costs. This study aims to investigate the farmers' willingness to pay irrigation service fee in the Red River Delta from a case study of Tan Truong cooperative, Haiduong province by conducting economic analysis of three farm groups of farmer, viz; high, medium and low-income farmers. The results showed that higher-income farmers were willing to pay higher irrigation fee than lower-income farmers. However, farmers' willingness to pay irrigation service fee was relatively low at the present situation in all of the three farm groups because they were not satisfied with irrigation service, especially low-income farmers. It could not cover the irrigation operation and maintenance cost. In the situation of irrigation services meet farmers satisfaction need, farmers ' willingness to pay irrigation service fee increased significantly. It can, then, cover the operation and maintenance cost. In such circumstance, increase in farmers' willingness to pay irrigation service fee was highest in low-income farmers. In this sense, it is very clear that the farmers have ability to pay irrigation service fee, even though they are very poor. |
