AbstractTo address quality problems and their associated costs, the construction industry must pursue and implement innovative quality-management organization and techniques. Traditional approaches to quality management in the construction industry are inadequate and should be replaced with Total Quality Management (TQM) concept implemented through the Quality Control Circles as developed in Japan and currently in wide use tlu·oughout the manufacturing industry. Nowadays, TQM is increasingly being adapted by construction companies as an initiative to solve quality problems in the constrnction industty and to meet the needs of the customer. The term "Total Quality Management" is defined, and the critical success factors for implementation of TQM are set forth based on the basis of this definition. With the help of a study on the operations of a Japanese construction company, the application of the different concepts or approaches and their relationships are discussed. It can be concluded that the concepts and approaches can be applicable to the construction industry as well as the manufacturing and service industry. It is also emphasized that firms should assume that their human resources are one of their principal assets, and that adequate training can bring this assumption into reality. The paper then inspects the global proposition that QA has been a step in the right direction toward TQM.
