Abstract | Bhutan, a landlocked country between India to east, west and south and China to north remained in isolation until the start of the first Five Year Plan in 1961. Since this period, developmental activities were in full swing, activies such as contruction of highways, bridges, schools, hospitals and of cousre the telecommunications services. The telecommunications services were considered very essential for the development of the country and as such received full support from the Government. In this Research study, the factors affecting the development of telecommunication services in Bhutan are considered. In this regard, Human Resouce practices particulary the training aspect of it and also the training aspect of the Technology Transfer as a mechanism for its transfer are related to study the impact of it as a change agent. The interaction of this put together has resulted for the provision of better quality service to customer in terms of reliability and ease which has resulted a big jump of customer base and of course the revenue of the organization. The Division Telecom has four stages with respect to the type of telecmmunication systems they used. Initially, the Division used analog Strowger system with permanent links for providing telecommunications links. Later, it was upgraded to the analog microwave radio system under the Indian Government funding and now the Division has digital microwve radio system established under Japanese grant aid. The Division also provide Internet services established under IDRC/UNDP funding. By the beginning of 1999, whole country was digitalized and was proud to be only one of three countries in Asia to have it. The Division provides the following services: voice, data, telex, telegraph and wireless. Next in the pipeline is the provision of rural telecommunications which the Division hopes to complete by the end of2002. The Division will be corporatized from July '2000 which will be a change from that of a government owned Division. As a corporation, it may need to do some restructuring of staffs and functions as the government involvement in the operations is reduced and must fit itself for sustainability and survivable in this fast changing business. |
