Abstract | This study attempted to identify strategic orientations for improving the foreign direct investment climate in Danang city and other provinces in the Central Region of Vietnam, where the infrastructure, workforce, purchasing power, climate and other natural features are lagged far behind and unfavorable compared with cities in the South and the North. At first, the study examined objective conditions, limitations and potential of the region. It also reviewed the present government policies and practices that the central and local government has done so far for attracting FDI into the region. Then, success factors for attracting FDI into the region were identified. Finally, based on analyzing the gap between actual situation and the required conditions for attracting FDI, the study suggested measures for developing strategy to fulfill the gaps, push Danang City and other provinces in the Central Region of Vietnam more effectively in attracting FDI for development. It is found that physical infrastructure; incentives and supports from local and central government; and cost advantages were the three most critical factors that foreign investors considered when selecting investment location in Vietnam. Danang City and other provinces in the Central Region were unsuccessful in calling foreign capital during the past decade because of lacking those important conditions. For the future success, the study suggests three main programs that should be put in the first priority and simultaneously implemented. Firstly, upgrading, improving and building the infrastructure, especially the transportation network and industrial bases in Danang and the Central Region. Secondly, renovating actual unsuitable, inflexible and passive socialeconomic policies and mechanisms. Finally, mobilizing, exploiting and using all comparative advantages of the Danang City by combining of internal and external forces. In addition, some recommendations for foreign investors who are seeking opportunities to do business in the Central Region are included. |
