AbstractThe business environments surrounding Vietnam are currently undergoing many changes. Small and Medium enterprises are being a more dynamic and important factor for the national economic development. They have been creating considerable impacts on the society and economy in terms of GDP, jobs creation, income generation, strong backward and fo1ward linkage, and so on. Most governments, especially Vietnamese Government, had recognized their contributions and have been changing their policies to encourage and support the establishment and development of SMEs. However, the level of contribution and development impacts between small enterprises and medium enterprises is different to some extent. In order to provide more efficient supp01ts and encouragement, the government should prioritize and stage their policy in accordance with development levels of the economy. This study attempts to develop an socio-economic indicator system for evaluating the development impacts between two sub-sectors. Based on the indicator system, development impacts of each sub-sector will be measured. Seven case studies of SMEs in Hanoi and Ha Tay province were conducted to test the applicability of the system. It appears that the indicator system gives recognizable results and many positive impacts for small enterprises sub-sector. Besides, some indicators in this system need to be improved or revised in further studies to get better results. Based on the findings, some recommendations for supporting the establishment and development of small enterprises from government and decision-makers have been proposed.
