Abstract | The Lao Primary Health Care Project is a joint five year project between the Ministry of Health, Lao PDR, and the Asian Development Bank. The project objective is to improve the health status of people by expanding the network of health infrastructure from the Central level to the grass root level. So far the project is in its terminating phase. Many achievements have been made and some ongoing activities are being accomplished. This research study analyzes the management system of this project in the remote area of Laos and highlights cunent strategic problems occurred dming the implementation phase. It is found that many lessons learned in the Year 1 health center construction could be applied in subsequent years. The quality of construction was far superior and the cost of construction compared very favorably with the cost experienced in Year 1. The findings indicate the main issues related to the project management and the sustainability of the project and what should be done in order to ensure that activities continue beyond the life of the project. For the project sustainability it is recommended that the government and the donor should carry on providing them reliable support beyond the life of the project. In addition self-management and community participation should be encouraged. |
