AbstractA study was done in the Kop Seh irrigation scheme, which is under PRASAC in Kampong Chhnbang province of Cambodia. The main objective was to comprehensively assess the operation and maintenance activities of the system and to determine the extent of farmers ' participation in the management of the system. A set of structured questionnaire and guidelines were used in the interview and data collection. The related secondary data were collected from PRASAC and the Ministry of Agriculture, Forestry and Fisheries. The study revealed that the irrigation system is only capable of supplementing water for wet season paddy and a 4% of its command area in dry season crops. All the farmers who benefited from the irrigation system are members of Water Users Association. The study showed that the farmers participated in the implementation, operation and maintenance of on-farm systems and few of them have experienced participating in operation of branch and main system. The farmers involvement in operation and maintenance has decreased the government costs by minimizing the requirement of government field staff. All of the WUA members participated in repairs and maintenance. The farmers have never participated in planning, development, and implementation of the irrigation system. The study revealed that the farmers are willing to accept the complete responsibility of O&M of branch and on farm systems. The farmers are not willing to organize themselves without an external support. After the completion of its rehabilitation in 1996, the system has been functioning smoothly due to the participation of farmers in operation and maintenance
