Towards a farmer-centered aquaculture extension system for Longan province, Vietnam

AbstractFormal agricultural' extension services in Vietnam are very new and aquaculture extension services are even newer. Recent review have suggested that such services have the classic problem of failing to reach the poor farmers. This study reviews the situation the aquaculture extension services in Long An province with a view to making recommendations for its improvement. Secondary and field survey data on aquaculture extension activities in Long An province, Vietnam were collected from the Provincial Agricultural Extension Center (AEC), Provincial Fisheries Office, Provincial Aquatic Re'sources Management Office and study districts (Tan Thanh, Ben Luc and Due Hoa) to assess the effectiveness of aquaculture extension services for farmers . The aquaculture development program is one of seven agricultural development programs of the AEC. Its responsibilities are to transfer aquaculture technology and offer advice for farmers. During its eight years of operation, aquaculture extension activities have contributed considerably in improving farmers' methods of production. This was evidenced by increase of aquaculture area and productivity. However, this Training and Visit System still has constraints that many agricultural extension systems of Asian and Pacific countries are facing. For example, the number of aquaculture extension agents is not enough and their technical knowledge is inadequate; the relationships between research organizations, universities, the AEC and farmers are also very weak. As the results of the study demonstrate, effective aquaculture extension work is limited to medium-and large-scale farmers. Aquaculture extension work doesn't respond immediately to farmers' diverse needs and desires, particularly small-scale, landless, poorly educated, resource poor and vulnerable groups. Therefore, improving small-scale farmers-oriented aquaculture extension activities is necessary under conditions of limited provincial resources. The AEC should increase the resources available to extension worker for aquaculture, establish extension worker system in village level in order to increase the effectiveness of extension activities, improve quality and increase quantity of technical materials and broadcasts on radio and television, strengthen Farmers' Clubs, increase links with Aquaculture Institutes to facilitate study, education, and information exchange for aquaculture extension work
