AbstractCement is a key component of the construction world. The cement industry is huge in term of number of resources used when compared with other construction industry and is the most important sector in developing countries that are high demand for shelter and infrastructure. Like other industries, the product itself has both environmental advantages and disadvantage. Since the competition in the market is very intense, therefore its environmental respond must, at the same time, yield business benefits. This is also the objective of the initiative projectnamed "use of energy recovery from the waste incineration in the clinker production"- of the Siam Cement Industry Co.; Ltd. (SCI). In line with the eco-efficiency concept that business "does more (business value) with less (environmental influence)", the objective is examined whether it could be achieved or not through the eco-efficiency framework. The related analysis and evaluation focus on the implementation and experiment of the pilot project at the Keang Khoi cement plant of SCI during 1998 - 1999. The paper begins review of related literatures of the eco-efficiency concept and then reviews the overview of the environmental management, cement industry in Thailand, and organizational profile of SCI. This helps understand a rationale, incentives and barriers in doing corporate environmental management of the business in Thailand. The analysis begins with environmental considerations throughout SCI's cement product life. Then, its relevant environmental impact added (BIA) is analyzed. The results are taken into account review regulatory standard and related Best Available Techniques (BAT) for the pollution prevention and control. At the assessment of overall eco-efficiency portfolio of SCI' s products before the implementation of the project, the eco-efficiency of the four key products of SCI's cement business is evaluated roughly and is the base for comparison with the contribution of the initiative project. The results are presented in form of BCG matrix. In order to compare the eco-efficiency performance improvement, the EIA reduction and the economic value added contributed by the project are evaluated. Finally, the result is that the project will contribute to the EIA reduction in producing the clinker, Portland and mixed cement, and perhaps ready mixed concrete. At the same time, it will obviously improve the cash flow from operation of the .clinker, Portland cement, and mixed cement by increasing its contribution margin for reasonable period of time and probably leads to the lower cost of capital in the future. The analysis and considerations reflect the relevant EIA and economic value added indicator that is relevant to be taken into account measure eco-efficiency performance of the business called the business specific indicators herein. At the end, the learning throughout this case study is incorporated to make recommendations of the critical activities for improving the eco-efficiency performance of SCI and design of the eco-efficiency framework for SCI' s cement business. The framework demonstrates that the core of driving eco-efficiency strategy is the vision, mission, business philosophy, code of ethics, and culture of the business. The engagement from everyone in the organization is very crucial to carry out the strategy formulated with help of life the cycle approach and to achieve the objective of the eco-efficiency - " do more (more business value) with less (less environmental influence)".
