AbstractPetrovietnam Tourism and Service Company PVTSC is established in 1997 as one of independent cost-account subsidiaries of Vietnam Oil and Gas Corporation (Petrovietnam) that is the most powe1ful corporation in Vietnam. As other state owned enterprises (SOEs) in Vietnam, PVTSC is on the transition period from centrally planned mechanism toward a market - oriented economy. The company is still not really independent in terms of strategic direction, goals setting, human resource development, finance and resource allocation. The main tasks of the company are to fulfill the plans of revenue, contribution to budget, and profit assigned by the government. The company has a portfolio of businesses including oilfield catering and supply services as its core business, tourism and hotel services, and trading activities which are not related to each other and to oil and gas industry. The company is significantly strong at its core business occupying about 70% market share. However, this business seems to have reached the maturation phase while competition grows significantly. Other non-core businesses have been facing either losses or uncertainty. Increasing competition pressure, and the on-going SOE reform process forces PVTSC to review its cu11'ent strategy and undertake drastic change if it is to survive. This study aims at developing an appropriate strategy for PVTSC to help company to cope with fast changing business environment. Based on the analysis of internal and external situation of the company, the research will define strengths, weaknesses, opportunities, and threats (SWOT). Derived from the SWOT and based on the general process of strategy formulation, the study will develop some alternative strategies and suggest the most appropriate one. Finally, some recommendations are suggested for the company to be able to implement the proposed the strategy.
