Abstract | Lao PDR's human resources are still in the natural condition waiting for the potential applicable knowledge to develop all its business sectors. Labor in Laos is very extensive and very cheap. Moreover, Laos under its new economic policy to open the door for foreign investment, Human Resources is the most important sector to give priority along with the development. For this reason, human resources development is required a higher skill and better knowledge to qualify the local workforce of manufacturing sector. Garment is one of the emerging local industries, which creates a huge opportunity for the local workers to get rid of unemployment. Once the employment rate is increased, it requires having the improvement of the workforce. Although, a certain level of labor force has been employed but the skills, capability and knowledge of the work are not yet ready for the high technology firms. Especially, Lao's garment workers are still closed to the local culture (religions and traditional life style). All garment factories have the obligations to upgrade the skills for the workers through training within or outside the factory. Training is one possible key solution to upgrade the educational level and improve the skills of the workers in garment manufacturing sector. This research found out that the two major factors to improve the productivity of the workers are the characteristics of the workers themselves and the work environment within the garment factories. The collaborations between other parties like the government; the garment factories and the trainers are the elements to support the effective training. Therefore, this research is aimed to find out the key success factors of the training to improve the productivity of the workers in Laos' Garment Industry. In addition, the author is trying to develop the strategy of Human Resource Development of the Lao PDR by using the training. |
