Economics of renewable power generation in Vietnam : a least cost electricity utility planning analysis

AbstractThere is a going consensus that renewable energy will play an important role in meeting energy requirements worldwide. Vietnam has a rich resource base for renewable energy development and these resources can be used to meet the growing energy needs of especially rural areas. This study analyzes in both utility point of view and IPP point of view the economics and the level of renewable energy technology base power generation in the generation expansion planning in Vietnam during 2003-2020 based on integrated resource planning. A mix integer programming based IRP model has been used in this study to carry out generation expansion planning. The results of the study show that when renewable energy generations are considered in generation expansion planning in Vietnam from the utility point of view, the generation mix would be changed. With the present of renewable power generation in traditional resource planning and integrated resource planning, the total cost of the utility during 2003-2020 will reduce about 0.08% and 0.11 %, respectively. Besides, the total air pollutant emission from power sector also reduces with the considerable amount. The study also evaluates economics of renewable energy generators, which are invested by independent power producers in Vietnam. The results showed that among three kinds of renewable energy generators (wind, solar, biomass) are considered in this study, biomass and wind generators have producing cost higher than avoided cost (4.0lcent/kWh) 141 % and 210%, solar generators are not suitable in Vietnam because of very high producing cost (22.59cent/kWh).
