AbstractIn year 2000, the garment industry was ranked second among export earners and continued being one of the strategic export area in Vietnam. However, according to some evaluation of garment experts, the sector's competitiveness has been low due to high production cost and old technology and equipment. The only advantage, cheap labor, alone cannot help the sector escape its role as a satellite producer for foreigners. In garment production, investment on renovating and upgrading technology and machinery has been considered as the only solution for quality, cost and timeliness competition. One important arena of production management has mostly ignored to be invested. As proven in this case, even when upgrading equipment was done, the production delay still exists. Hence, an effective management practice from planning to manufacturing is very essential to meet the increasingly demanding customer's requirements. The ultimate goal of this study is to solve the production delay problem. Productivity improvement is considered the most cost-effective solution. Since garment is a labor-intensive industry, the focus hinges on labor productivity and value added per employee is put into consideration as measure of total productivity. The solution to the target problem follows three main variables of labor productivity. That is to improve the production line design, provide stronger motivation engines and more effective quality control system. Besides, planning plays a requisite role which determines half of the on-schedule pe1formance. By giving planning procedure a strong base of labor standard, the convergence between planned and actual output can be achieved, thus, diminishing delay consequence.
