Abstract | The Health System Reform and Malaria Control Project is a seven years joint project between the Ministry of Health (MOH), Lao PDR, and International Development Association, World Bank. The overall objectives are to strengthen the institutional capabilities at the central, provincial and district levels; to control malaria endemic; and to deliver health services and improve health awareness for Lao population. Now the project is in its final phase. This research study analyses the organization and implementation system of different project components and activities; and discuss problems encountered during its implementation. It is found that decentralization and integration of different organization; and coordination among organization levels are the key issues affecting the project's performance. The long term success and sustainability of the project depends to a larger extent on the degree of its institutionalization. Key ingredients are government's political and financial commitment, donor support and inter-sectoral collaboration. In addition, development of qualified staff in the areas of management as well as technical knowledge; and staff motivation are the key success of the project. |
