Abstract | This study attempted to outline the FDI situation in the Lao PDR since the country has transferred from centrally controlled economy to the market 01iented economy and to identify the problems which the Lao government should take into consideration for developing a proper foreign investment strategy. At first, the study examined the overall situation of FDI flow in developing countries world wide, before narrow down the area of the study into more specific area which is Southeast Asia region. It is found that the most general determinants which influence the FDI flows in to developing countries include the national policy framework of the host country, the macroeconomic factors, and the business facilitation that host country provide to the foreign investors. Applying those findings, the study have identified the problems of Lao PDR regarding the FDI at both strategic and implementation level. The major problems include the macroeconomic instability reflected by the relatively high cuITent account deficit and volatility in foreign exchange rate. Another problem is the inadequacy in both legal and physical infrastructure regarding FDI. Finally, it is found that the business facilitation including foreign investment incentive system has not been effectively implemented. For the further success, the study suggested that Lao government should firstly have a clearer Foreign Direct Investment strategy and its implementation, from whom and into which sectors foreign investment flow should be prioritized. And then, the favorable foreign investment climate as well as business facilities must be improved and created, such as the tightening of macroeconomic stability, improvement of infrastructure conditions as well as preparation in human capital factor. Finally, the Lao government should pay more attention in the issue of foreign investment promotion, the study suggested that the promotional campaign must be in the more aggressive way instead of only waiting for investor to come and knock on the door |
