AbstractThis study focuses to Vietnamese electricity sector. In the last decade the economy developed with a very high rate. It caused the electric utility could not be invested for the new capacity at that rate. Consequently, the electric power shortage was unavoidable and became one of the critical barriers in the national socioeconomic development. Electricity of Vietnam (EVN) has to plan to expanse the electric power system with a big capacity in both generation and transmission, distribution. Everything must be prepared since now, beginning with the generation expansion planning for the horizon of 2002-2012. In planning for the power production, the environmental constraints are asked for consideration to get the effective plan with whether environmental pollution avoided or costed. This is the task performed in this study. Nowadays, there are many softwares used for electric power expansion planning such as WASP-IV, Lindo, Elfin, etc. Each software has different advantages in its interface, functions, and convenience. With the target of special analysis on the environment impact of power plants, Elfin model - Version 3.06.8, by Environmental Defense Fund - EDF (California, USA - 1998) - is use as the main tool for this study.
