AbstractIn order to deal with increasing degradation of natural forest, Vietnam has adopted a community-based forest management (CBFM) in recent years mainly in response to conflict between protection and development objectives. Following this common approach, the Forest Inspection Station in Phu Loe district, Thua Thien Hue province has created new 'people-oriented' policy namely natural forest allocation (NFA) to local people. This process aims at forming and devolving legal authority to grassroots-level institutions to manage local resources, promote tourism, and provide income-generating trainings to local people. Due to the initiation of this approach in Central region, it is necessary to make an evaluation of the process for its implementation as well as influence on forest management and local livelihood. We explore these issues by looking at the experiences in Thuy Yen Thuong village which was the site for NF A implementation in Thua Thien Hue Province. The research was conducted within four months in 2002 using household questionnaire survey, informal interview, PRA, and review of official records and published literature. The results revealed that NF A has employed participatory method which called for cooperation of all stakeholders in local and provincial levels. Data collection from field survey also indicated that forest has been protected very well under an effective management system at local level. However, Jotal income of local people was dramatically decreased because there were not enough !ncome-generation activities supporting their life at the beginning of the process. Income structure was also changed in favor of off-farm activities which may cause less interest in forest protection in forthcoming years. We conclude that there should be more income sources for local people based. on allocated forest resource and different agencies are required to collaborate actively in rural development strategy in general.
