AbstractNowadays, the competitive environment influences many organizations to develop efficiency in order to survive. Competency development for employees in an organization is a fast-track approach to increase organizational efficiency radically. Public organizations perceive the importance of employees' competency development also. This research explores the learning procedures of employees in a public organization who a work are related to engineering and technology knowledge. The underlying aim is to understand how employees develop competency, what is top management level perspective on employees' competency development, and to make suggestion to improve learning. Consequently, a qualitative approach was used in this research. Relevant theories such as Motivation Theories, Experimental Learning, or Learning from On-the-Job Experience Theory. The Expressway and Rapid Transit Authority of Thailand (ETA) is selected to represent public organizations because the nature of work is related to high construction technology. The preliminary questionnaire was distributed to experienced persons in ETA to gather necessary information to develop the final questionnaire before administering to respondents. Interview schedule was used asking top management level people based on the 'Delphi method'. The survey result presents step by step, the phenomena of learning by employees in a public organization workplace to develop competency from the objective definition stage to objective satisfaction stage. It was useful to understand the factors influencing the efficiency of employees' learning as a guideline to improve learning procedures of employees in a public organization.
