Abstract | Prior to renovation, Tran Khat Chan road was an adjacent sub-urban area of Hanoi where no official planning was applied. Since the renovation in 1986, urbanization in Hanoi dramatically changed its urban structure, more people have come to the city in search for jobs and better standard of living which has burdened the infrastructure of the city's fringe where the land and housing prices are rather suitable for them. Thus, deterioration of urban environment in Tran Khat Chan area was an inevitable consequence. As a solution of this problem and improving the city's traffic system, one of the approaches adopted was the redevelopment of residential area that include relocation, land clearance, and reconstruction of Tran Khat Chan road with complete physical infrastructure and public facilities. However, facing with financial problems, the redevelopment project had been divided into two stages. The first stage involved relocation of around 780 households and reconstruction of two third of the Tran Khat Chan road. In the second stage, the rest of the road construction is to be completed along with relocation of the remaining households. This study aimed at evaluation of the first stage of the project by analyzing the current conditions and opinion of the households who have been affected by the project as well as by recording the changes observed in the redevelopment site as a result of the project. It also compared the living conditions of the relocated community with their previous situation before implementation of the project. The interviews with the officials of the agencies responsible in the project had also been recorded for this study. The field survey was conducted in 2002, i.e., about four years after the resettlement completed. The main finding is that people's physical living conditions have improved considerably after the relocation in new areas. The serious environmental problems in Tran Khat Chan area have also been well addressed. But the main source of dissatisfaction to the households is: inadequate preparation of physical and social infrastructure before relocating the households to the new sites. Despite overall benefit to the urban environment, the project exposed some shortcomings that are caused by both internal and external factors. These limitations influenced effectiveness and efficiency of project implementation. Recommendations are proposed for supplementary compensation polices. To overcome the inefficient management, development of human resources and offering technical assistance are recommended. Efficient fund mobilization, well preparation of land/housing resource, and speeding up the schedule of granting Housing Ownership and Land Use Right Certificate are proposed as measures to deal with financial limitation and implementation difficulties in order to improve the next generation of redevelopment projects. |
