AbstractUrban goods movement (UGM) problems and policies of selected Southeast Asian cities are studied in this research. Southeast Asia is one of the most dynamic regions experiencing the recent urbanization and industrial growth. Its developing cities have been subjected to increase the inadequacy of their transportation and infrastructure facilities from the demands of accelerated economic development. The general urban goods movement problems were identified as traffic congestion, damage to infrastructure, road accidents and enviromnental pollution. Major countermeasures against these problems were divided into five groups, namely: facilities development; agency coordination and accurate freight data collection; transportation demand management; land-use planning and enviromnental regulations. Detailed investigation and analysis of urban goods movement problems and policies is conducted in Bangkok Metropolitan Area and Ho Chi Minh City. The basic socioeconomic and transportation characteristics, UGM policies of selected Southeast Asian cities and the existing relationships are analyzed. Interpretive Structural Modeling (ISM) has been used to develop a structure of the complex relationships between UGM policy measures and to analyze the decision making process. Tlu-ee levels of UGM policy measures identified using ISM and comparison analyses, and employed for defining the suitable measures. Finally, the alternative urban goods movement policy measures are suggested for the implementation in BMA and HCMC.
