Market development of alternative transport fuels in Thailand :lessons learned from Brazil and Argentina

AbstractBrazil and Argentina are countries being successful alternative transp01t fuel program with economics that are not very large. Learning from the experiences of Brazil and Argentina can be useful for the development of automotive LPG (liquefied petroleum gas) market in Thailand which has encountered tremendous barriers. This research is aimed to learn from the experiences of Brazil and Argentina on alternative fuel policies and to provide recommendations for the development of automotive LPG in Thailand. Furthermore, this research is aimed to evaluate market and oil substitution process of the alternative fuels by applying the Fisher-Pry model. The analysis and discussions in this research are confined to the limitation of available data and information up to the year 2000. Market analysis was conducted to reveal current condition of alternative fuel market in the case countries. Automotive LPG market in Thailand has been stagnant at less than 2% share during 1990s. Ethanol fuel market share in Brazil has declined, decreasing from 18.12% in 1996 to 13.53% in 2000. CNG (compressed natural gas) market in Argentina has been growing continuously from 4.71%in1992 to 11.22% in 2000. For the growing CNG market in Argentina, market forecasting was analyzed using the Fisher-P1y model. A 41-year takeover time as predicted by the model indicates that the NGV program is a practical program and CNG is an effective oil substitute in Argentina. With the Fisher-P1y model, assessments have been made on the likely timings of implementing new diesel taxation and introducing new CNG vehicles, and on the timings of the CNG market reaching its domestic supply limit. Problems and prospects of the alternative fuels in each countly and lessons learned from Brazil and Argentina were explored. Lessons learned from experiences of Brazil and Argentina are formulated into general clarification and framework concerning the following issues: factors influencing development of alternative fuel market; strategic framework for alternative fuel market development; introduction of alternative fuel policies.
